Short answer: Saudi industry is concentrated in MODON-operated industrial cities across the Kingdom (including major clusters in Riyadh, Jeddah, Dammam and Qassim), the Royal Commission cities of Jubail and Yanbu, Ras Al-Khair for mining and metals, and newer special economic zones. Knowing where producers, stockists and fabricators sit helps buyers plan sourcing, delivery and site access.
Steel flows between producers, stockists, processors, fabricators and project sites. Most of these businesses are located in designated industrial areas.
MODON industrial cities
MODON (the Saudi Authority for Industrial Cities and Technology Zones) develops and runs industrial cities across the Kingdom. It reported that facilities within its industrial cities rose to 9,557 in 2025 (Arab News). Major clusters relevant to steel include:
- Riyadh industrial cities and nearby Sudair — fabricators, manufacturers, logistics (Riyadh)
- Jeddah industrial cities — metals, manufacturing, port-related logistics (Jeddah)
- Dammam industrial cities — dense cluster of fabricators and energy-sector suppliers (Dammam)
- Qassim — agriculture-related industry (Buraidah)
- Madinah and others (Madinah)
Royal Commission cities
- Jubail Industrial City — petrochemicals and heavy industry, including major steelmaking (Jubail)
- Yanbu Industrial City — refining and petrochemicals on the Red Sea (Yanbu)
- Ras Al-Khair — mining and metals; site of the planned heavy plate complex (major producers)
Other zones
- King Abdullah Economic City — port and Industrial Valley (KAEC)
- Jazan — primary and downstream industries (Jazan)
- Special Economic Zones — announced to attract investment with incentives
Why location matters for buyers
- Lead time: nearby stock shortens delivery
- Transport cost: distance and route affect price
- Access rules: plant permits in Royal Commission and operator areas
- Local content: in-Kingdom manufacturing and processing
