Major Steel Producers in Saudi Arabia: Who Makes What

An overview of steel producers in Saudi Arabia — Hadeed, Al Ittefaq, Rajhi Steel, Al Yamamah, Solb Steel and others — their main products, plus new plate capacity at Ras Al-Khair.

Short answer: Saudi Arabia's steel production is led by Hadeed (Saudi Iron and Steel Company), now owned by the Public Investment Fund, alongside private producers such as Al Ittefaq Steel Products, Rajhi Steel (linked to Hadeed following the PIF transactions), Al Yamamah Steel and Solb Steel. Most local output is long products like rebar and wire rod, with pipes, hollow sections, coated sheet and pre-engineered buildings produced by specialised manufacturers.

This overview is for orientation only. It is based on public sources and is not a ranking or an endorsement. Company structures and capacities change, so verify details directly with producers.

Integrated and primary steel producers

Hadeed (Saudi Iron and Steel Company) — based in Jubail and historically the Kingdom's largest steelmaker, producing long and flat products. SABIC agreed in September 2023 to sell Hadeed to the Public Investment Fund for an enterprise value of SAR 12.5 billion, and the transfer of ownership was completed in May 2024 (Argaam). The PIF transactions also linked Hadeed with Rajhi Steel.

Al Ittefaq Steel Products Co. — Dammam-based and described in industry analysis as the largest private producer, focused on long products such as rebar.

Rajhi Steel — long products including rebar, with operations in Jeddah and elsewhere.

Solb Steel — a steel plant in Jazan.

Al Yamamah Steel Industries — a listed manufacturer producing hollow sections, poles, towers and solar structures, with a subsidiary producing reinforcing bars.

Downstream manufacturers

Many companies produce:

  • Welded pipes and hollow sections
  • Galvanized and pre-painted coils and sheets
  • Pre-engineered buildings and structural steel
  • Wire, mesh and fasteners

New capacity: heavy plate

In May 2023, Aramco, Baosteel and PIF signed a shareholders' agreement to build an integrated steel plate complex at Ras Al-Khair Industrial City, with planned capacity of up to 1.5 million tonnes of plate per year (PIF). It is intended to localise heavy plate for energy, shipbuilding and construction.

What this means for buyers

  • Rebar and long products: strong local availability (ASTM A615 rebar)
  • Pipes and sections: local and imported options
  • Heavy plate and special grades: plan imports until local capacity matures (local vs imported steel)
