Quality & Standards
Standards, certificates and traceability
The standards and documents that decide whether steel is accepted on a Saudi project — and how to make sure what arrives matches what was specified.
Standards used in Saudi Arabia
Saudi projects typically combine national regulations with international product standards. The project specification decides which apply.
- SASO — the Saudi Standards, Metrology and Quality Organization issues technical regulations and product conformity requirements, including for many steel products.
- Saudi Building Code (SBC) — including SBC 301 (loads), SBC 304 (concrete) and SBC 306 (steel structures).
- ASTM — widely used for rebar (A615), structural steel (A36, A572, A992), pipe (A53, A106) and stainless (A240, A312).
- EN standards — EN 10025 structural steel, EN 10219/10210 hollow sections, EN 1090 execution of steel structures, EN 10204 certificates.
- API — API 5L line pipe and API 650 welded storage tanks.
- AWS — AWS D1.1 structural welding and A5 consumable classifications.
- ISO 1461 / ASTM A123 — hot-dip galvanizing of fabricated articles.
EN 10204 certificate types
| Type | Name | What it means |
|---|---|---|
| 2.1 | Declaration of compliance | Manufacturer states the product complies with the order. No test results. |
| 2.2 | Test report (non-specific) | Manufacturer provides typical test results, not necessarily from the delivered batch. |
| 3.1 | Inspection certificate | Specific test results for the delivered material, validated by the manufacturer's independent inspection department. The usual requirement for structural and pressure steel. |
| 3.2 | Inspection certificate | As 3.1, but also validated by the purchaser's representative or an independent third-party inspector. Common on oil, gas and critical projects. |
Before ordering
- Confirm grade, standard and edition
- Agree certificate type (3.1 / 3.2)
- Define testing: impact, UT, PMI
- Agree tolerances and surface condition
On delivery
- Match heat numbers on steel to certificates
- Check dimensions and quantity
- Inspect surface condition and coating
- Record non-conformances with photos
During fabrication
- Maintain heat-number traceability on cut parts
- Weld to qualified WPS by qualified welders
- NDT per ITP
- Coating DFT readings and records
Quality FAQs
What is a heat number?
A unique identifier for a batch of steel from one melt. It links the physical steel to its chemical and mechanical test results on the mill certificate.
Is a mill certificate enough for acceptance?
Often it is the main document, but many projects also require receipt inspection, independent testing or third-party witness. Follow your project's inspection and test plan.
What is SASO conformity?
Many products sold in Saudi Arabia must comply with SASO technical regulations and carry the required conformity certification, managed through SASO's SABER platform.
