The Steel Industry in Saudi Arabia: An Overview for Buyers

How Saudi Arabia's steel industry works: DRI-EAF production, long vs flat products, main producers, imports, regulation, industrial cities and what it means for steel buyers.

Short answer: Saudi Arabia's steel industry is built on natural-gas-based direct reduced iron (DRI) and electric arc furnaces (EAF). Domestic mills are strongest in long products such as rebar, wire rod and merchant bars, supplying most local long-product demand, while many flat, heavy and specialised products are still imported. New capacity, including a heavy plate project at Ras Al-Khair, aims to localise more of the value chain.

Understanding how steel is produced and supplied in the Kingdom helps buyers plan sourcing, lead times and specifications.

How Saudi steel is made

Saudi steelmakers predominantly use the natural gas–based DRI plus electric arc furnace route:

  1. Iron ore pellets are reduced to direct reduced iron (DRI) using natural gas
  2. DRI and scrap are melted in electric arc furnaces
  3. Liquid steel is cast into billets or slabs
  4. Billets are rolled into long products; slabs into flat products

Industry analysis notes that Saudi steelworks use this model and that long products make up the majority of output (GMK Center).

Product mix

Segment Local position
Rebar, wire rod, merchant bars Strong; most demand met locally
Welded pipes, hollow sections Significant local production
Coated flat products Local coating and painting lines
Hot rolled flat products Limited domestic rolling capacity
Heavy plate Mostly imported; new capacity planned
Special alloys, stainless Largely imported

Main players

Regulation and standards

SASO technical regulations, the Saudi Building Code and client standards shape what can be supplied (steel standards in Saudi Arabia).

Demand drivers

Construction, infrastructure, giga-projects, energy, water and manufacturing localisation drive demand (Vision 2030 and steel demand).

Industrial geography

Steel production and processing cluster in Jubail, Dammam, Jeddah, Riyadh and Yanbu, with fabricators spread across industrial cities (industrial cities guide).

What it means for buyers

  • Long products: favour local supply for speed and local content
  • Flat, heavy and special items: plan lead times and compare import routes (local vs imported steel)
  • Always specify standards and certificates clearly

Frequently asked questions

Why does Saudi Arabia use DRI-EAF steelmaking?
Abundant natural gas makes direct reduction of iron ore economical, and electric arc furnaces then melt DRI and scrap into steel. This route generally has lower emissions than coal-based blast furnaces.
Does Saudi Arabia import steel?
Yes. While long products are largely supplied locally, the Kingdom imports significant volumes of flat, tubular, heavy and specialised steel products.
